    Description

Utsunomiya-domain samurai and Hokushin Ittō-ryū kenjutsu master, called 'Oni Shū' and 'Japan's No. 1 Master of the Thrust'. Head (jukutō) of the Edo Genbukan dojo at 19 (1866). Kenjutsu instructor for the Utsunomiya domain (1867), then a Keishichō gekiken sewagake (1879-1884, again 1887-1898). At the Mito Tobukan (1885-1887) he taught Monna Tadashi, who 'most fully inherited Shimoe's technique', and Naitō Takaharu, and brought both to the Keishichō in 1887-1888. Later gekiken shihan for the Aichi (1898) and Miyagi (1899) prefectural police and the Army 2nd Division.

JA wiki (Shimoe Hidetaro) records his 1858 entry to the Genbukan under Chiba Eijirō, whose death in 1862 ends the period; single source, but specific.
The evidence favours the claim and nothing credible contradicts it, but it falls short of establishing it.

JA wiki (Shimoe Hidetaro): explicit short instruction at Kanuma in 1884, and Shimoe placing Naitō at the Tomioka Monzen station. The Keishichō part is co-service, not explicit teaching, and no source beyond the JA wikis corroborates it - hence probable, not confirmed.

      Confirmed
JA wiki (Monna Tadashi) records that from 1885 Shimoe taught at the Tobukan and Monna received his instruction, and that the two continued together at the Keishichō from 1888 (Monna 'the one who most fully inherited Shimoe's technique'); kenshi247 confirms the Tobukan instruction.
The evidence establishes the claim: it is sufficient and consistent, and any conflicting evidence is resolved.
